Research updated: October 19, 2026 · Coverage: Tokyo and Japan nationwide · Focus: Residential fiber internet with one dedicated public static IPv4 address
Japan has some of the world’s fastest residential fiber broadband services, with 1 Gbps and 10 Gbps connections increasingly available. However, finding an affordable home internet connection with a genuine static public IPv4 address (固定グローバルIPアドレス) is more complicated than comparing ordinary fiber plans.
The good news is that you do not necessarily need an expensive corporate broadband contract. Several Japanese providers offer static IPv4 services to individual customers, and some packages cost less than ¥5,000 per month in an apartment.
This guide compares the prices, speeds, eligibility requirements, setup methods and application procedures published by Japanese internet service providers.
1. Best choices: Research findings
The strongest options depend on whether you need a new fiber connection or a static-IP ISP for a fiber line you already have.
| Provider | Published monthly price | What’s included | Official application or plan |
|---|---|---|---|
| en Hikari (enひかり) | ¥4,290–¥5,390 | Complete 1 Gbps-class home fiber + one static IPv4; apartment versus detached house | Static IP details · Broadband application |
| Interlink ZOOT NEXT | ¥1,320 | ISP and one static IPv4; NTT FLET’S access charged separately | Plans and trials |
| GMO Tokutoku BB | ¥1,452 | Fixed-IP PPPoE ISP; NTT FLET’S access charged separately | Fixed IP pricing |
My recommendation: For a new home connection in Tokyo, en Hikari is the strongest price-first choice because it combines fiber service and a genuine static IP option on one account. If you already have a compatible FLET’S connection, Interlink, GMO or 21ip.jp could avoid replacing your broadband line.
2. Comparison of verified static IP providers
The following figures are published prices in Japanese yen, including tax. They are standard service charges, not estimated campaign discounts.
| Provider | Fixed IPv4 service, monthly | Access type | Connection speed class |
|---|---|---|---|
| en Hikari | ¥770 add-on | Bundled fiber + ISP | Up to 1 Gbps on standard plan |
| Interlink ZOOT NEXT | ¥1,320 | ISP only, FLET’S separate | Depends on FLET’S tier |
| GMO Tokutoku BB | ¥1,452 | ISP only, FLET’S separate | Up to 1 Gbps class |
| ASAHI Net | ¥1,980 add-on | Eligible ISP/fiber plan required | 1 Gbps / 10 Gbps classes |
| 21ip.jp PPPoE | ¥2,200 | ISP only, FLET’S separate | Up to 1 Gbps |
| 21ip.jp IPoE | From ¥2,550 | ISP only, FLET’S separate | Up to 1 Gbps |
| Kamome Internet PPPoE | ¥3,458 total ISP | ISP only, fiber separate | Depends on fiber |
| Kamome Internet IPoE | ¥3,730 total ISP | ISP only, fiber separate | Up to 1 Gbps class |
| 21ip.jp Hikari Cross | ¥3,480 | ISP only, fiber separate | Up to 10 Gbps |
| Kamome Hikari Cross | ¥4,400 total ISP | ISP only, fiber separate | Up to 10 Gbps |
Important: These amounts are not all-inclusive broadband totals. en Hikari’s ¥770 is an add-on to its bundled broadband plan. ISP-only prices require a separate fiber access contract. ASAHI Net requires an eligible underlying plan. Speed figures are access-line maximums, not guaranteed throughput.
3. What does a static IP actually mean?
A residential internet provider typically assigns an IP address dynamically. Sometimes it remains unchanged for months, but that does not mean it is contractually reserved for you.
A true static public IPv4 address is assigned to your connection as a stable, publicly routable address.
| Feature | Dynamic IPv4 | Static public IPv4 |
|---|---|---|
| IP address guaranteed unchanged | No | Yes, while assignment remains valid |
| Remote VPN hosting | Sometimes | Yes, with correct configuration |
| DNS A record without dynamic updates | Not reliably | Yes |
| Business IP allowlisting | Inconvenient | Suitable |
| Hosting personal web services | Depends on ISP/NAT | Technically suitable |
| Extra fee | Often none | Usually required |
| Public inbound connectivity | Not always | Depends on ISP, routing and firewall |
One critical distinction: A static IP does not automatically make your server accessible from the internet. You must also verify inbound connections, port restrictions, routing and NAT/firewall settings.
For a home server, NAS, Docker lab, VPN gateway or self-hosted development environment, request one fixed global IPv4 address — not merely IPv6 connectivity, dynamic DNS, or a semi-fixed address.
4. Detailed review of the best providers
Option 1: en Hikari — Best for a new residential connection
en Hikari (enひかり) offers NTT-based fiber broadband with the internet service provider included, plus an optional dedicated static IPv4 address.
This is appealing because the customer does not need to maintain separate NTT and ISP subscriptions.
Monthly cost for standard 1 Gbps-class broadband
| Item | Apartment | Detached house |
|---|---|---|
| Fiber + internet provider | ¥3,520 | ¥4,620 |
| One static IPv4 | ¥770 | ¥770 |
| Total | ¥4,290 | ¥5,390 |
| Optional v6 Plus | +¥198 | +¥198 |
| Total with v6 Plus | ¥4,488 | ¥5,588 |
Published fixed-IP activation fee: ¥2,200. Separate broadband administration and installation charges can apply.
Key features
- Residential and individual contracts supported.
- One dedicated global IPv4 address available.
- NTT FLET’S infrastructure across serviceable areas of Japan.
- No minimum fixed-IP contract period according to the official terms.
- IPv4 over IPv6 fixed-IP configuration is supported with compatible equipment.
en Hikari specifically publishes a v6 Plus fixed-IP (IP-in-IP) configuration procedure and compatible router families, including selected Yamaha and NEC equipment. This is important because regular shared-address v6 Plus and the dedicated fixed-IP implementation are not interchangeable.
How to apply
- Open en Hikari’s official website.
- Select the normal residential en Hikari plan, not an unrelated service.
- Confirm your address is covered and whether the building qualifies for the apartment rate.
- Request the
enひかり固定IP1option. - If choosing IPv6, specify that you need fixed IPv4 with v6 Plus IP-in-IP, not ordinary shared-IPv4 v6 Plus.
- Confirm a compatible router, installation fees and inbound port availability before completing the order.
You can also contact the new-contract desk at 0120-91-5586 or customer support at 03-5534-9997.
Option 2: Interlink — Best low-cost standalone ISP
Interlink is worth investigating when you already subscribe to NTT FLET’S fiber and want to add or change the ISP rather than order new fiber infrastructure.
Its ZOOT NEXT service provides one fixed IPv4 address using PPPoE for a published residential FLET’S ISP rate of ¥1,320 per month.
| Item | Details |
|---|---|
| ISP + one fixed IPv4 | ¥1,320/month |
| Separate NTT fiber access charge | Required |
| Connection mode | PPPoE |
Interlink also offers ZOOT NATIVE with a fixed IP at ¥2,200 monthly, and the separate MyIP VPN service for ¥1,100 monthly.
The MyIP service is not a replacement for broadband: it routes selected traffic through a VPN to provide a fixed outward-facing address. It can be convenient for outbound allowlisting, but it is not automatically equivalent to placing a directly reachable static IPv4 on your home router.
How to apply: Visit Interlink’s official static-IP comparison and choose the appropriate ZOOT fiber product. Check the exact supported FLET’S line and take advantage of an advertised trial if eligible.
Option 3: GMO Tokutoku BB — Low-cost conventional PPPoE alternative
GMO’s fixed-IP service is another good choice for users with compatible NTT fiber subscriptions.
- Fixed IPv4: ¥1,452/month, excluding fiber access.
- Method: IPv4 PPPoE.
- Individual customers: Supported.
- Application: New subscription or existing GMO account via BBnavi.
GMO increased its relevant one-IP pricing in April 2025, and the ¥1,452 rate is reflected in its published current plan. The standard v6 Plus service does not itself provide a dedicated public IPv4; GMO offers a separate IPv6 Cross Path fixed-IP product for eligible existing customers.
For existing subscribers, GMO documents the application path as BBnavi → Other Connection Services → Fixed IP → New Application → 1 IP.
How to apply: GMO fixed IP official website.
Option 4: ASAHI Net — Flexible across different NTT fiber contracts
ASAHI Net’s offering is particularly useful because its fixed IPv4 option supports both conventional PPPoE and compatible IPv4-over-IPv6 IP-in-IP connections.
| Item | Details |
|---|---|
| Fixed IPv4 monthly add-on | ¥1,980 |
| Fixed IPv4 activation fee | ¥1,980 |
| Eligible fiber speed classes | 1 Gbps / 10 Gbps |
The underlying ASAHI Net internet plan is extra, with eligibility including AsahiNet Hikari, supported FLET’S contracts and ASAHI Net Docomo Hikari configurations.
Its 10 Gbps-class fixed-IP connection requires the compatible IPv4-over-IPv6 approach, rather than PPPoE.
How to apply: Visit ASAHI Net fixed IP service. Subscribe to a supported internet plan, then add the static IPv4 option from the account management page. ASAHI Net also lists telephone assistance on 0120-577-108.
Option 5: 21ip.jp — Worth considering for technical users and 10G access
21ip.jp publishes several services for NTT East and NTT West customers, including both PPPoE and IPv6-based fixed-IP access.
| Connection | Static IPv4 ISP fee | Advertised access speed |
|---|---|---|
| Hikari Next PPPoE | ¥2,200/mo | Up to 1 Gbps, depending on line |
| Hikari Next IPoE | From ¥2,550/mo | Up to 1 Gbps |
| Hikari Cross fixed IPv4 | ¥3,480/mo | Up to 10 Gbps |
These are ISP fees; the FLET’S access circuit is billed separately. The published plans cover individual as well as corporate customers, with availability based on the NTT line type.
How to apply: Use the plan-specific signup links on 21ip.jp’s service page. For a Hikari Cross connection, confirm your access-line ID, access key and router support.
Option 6: Kamome Internet — Alternative with clear IP option pricing
Kamome publishes straightforward residential ISP rates plus static IP options.
| Service | ISP base | Fixed IP option | Total ISP cost |
|---|---|---|---|
| Basic PPPoE | ¥2,410 | ¥1,048 | ¥3,458 |
| v6 Plus, 1G-class | ¥2,410 | ¥1,320 | ¥3,730 |
| v6 Plus, 10G-class | ¥3,080 | ¥1,320 | ¥4,400 |
The fiber access line is not included. Published fixed-IP option activation fees vary by type, with a ¥1,100 fee listed for v6 Plus.
Kamome supports eligible NTT FLET’S and compatible optical-collaboration lines, but not arbitrary proprietary networks such as NURO or au Hikari.
How to apply: Kamome official application form. The online form lets applicants select an individual contract and the desired ISP service.
5. Which plan is actually cheapest over one year?
ISP-only prices can appear deceptively inexpensive. The useful comparison is the whole internet bill, not just the static-IP surcharge.
Here is the standard residential en Hikari example without optional v6 Plus, router rental, or one-time charges.
| Home type | Monthly broadband + fixed IPv4 | Annual recurring cost |
|---|---|---|
| Apartment, 1 Gbps class | ¥4,290 | ¥51,480 |
| Detached house, 1 Gbps class | ¥5,390 | ¥64,680 |
These are calculated recurring costs using the listed published rates, not quotes. Actual billing can also include statutory line charges, installation, equipment and other options.
6. What about 10 Gbps fiber with a static IP?
If high speed is the priority, Japan has several credible alternatives to traditional 1 Gbps home fiber.
One particularly interesting offering is en Hikari Cross, which advertises up to approximately 10 Gbps in both directions, subject to service-area and hardware limitations.
| 10G arrangement | Monthly fee |
|---|---|
| en Hikari Cross with v6 Plus | ¥4,917 |
| en Hikari fixed IPv4 option | ¥770 |
| Potential combined monthly cost | ¥5,687 |
| 21ip.jp Hikari Cross static IPv4 ISP | ¥3,480 + NTT line |
| Kamome 10G v6 Plus with fixed IP | ¥4,400 + NTT line |
The ¥5,687 en Hikari figure is calculated by adding published charges, not a provider-issued quotation for the final combination. en Hikari confirms that its 10G service offers fixed-IP-compatible router choices, but you should obtain written confirmation of the exact IPv4 option and hardware before ordering.
A 10 Gbps subscription does not guarantee a 10 Gbps speed-test result, nor does it guarantee that the fixed IPv4 path performs at the same speed as IPv6. Real-world results depend on the router, Ethernet interfaces, endpoint capacity, ISP routing and network congestion.
For development servers, continuous uploads, self-hosted sites and remote access, I would prioritize a reliable fixed-IP implementation and a high-quality router over buying 10 Gbps merely for the headline speed.
7. Applying for static IP broadband in Japan
- Check your building and fiber availabilityConfirm whether you live in an apartment (マンション) or detached house (戸建て). Check NTT East availability for Tokyo and surrounding prefectures through FLET’S East. Apartment eligibility is determined by building facilities, not simply the fact that the home is an apartment.
- Choose whether to replace or retain your broadbandFor a completely new connection, select a combined product such as en Hikari. If you already have a directly billed NTT FLET’S fiber line, investigate ISP-only alternatives first. For an existing Hikari Collaboration contract, confirm whether a separate PPPoE provider session is permitted.
- Ask explicitly for one dedicated public static IPv4 addressUse the Japanese wording
固定グローバルIPv4アドレスを1個希望します. Request confirmation that it is not shared IPv4 or CGNAT. - Confirm server and inbound connectivityAsk whether ports 80, 443 and a VPN port of your choice can be used. Verify that the router supports the provider’s fixed-IP method and can forward inbound connections.
- Submit the applicationSupply the required name, service address, contact details, billing information and — if changing providers — any necessary transfer or provider-change authorization code. Do not cancel a working fiber contract prematurely.
- Configure and verify the connectionWhen activated, configure the provider’s PPPoE or supported IPoE fixed-IP mode. Validate the address and test inbound connectivity from an independent network.

8. Router, networking and self-hosting considerations
For a technical home-network setup, the connectivity model matters as much as the plan’s advertised speed.
Typical home network with one public fixed IPv4 address:
Internet / remote users
|
Fiber ISP (one fixed public IPv4)
|
Router / firewall
(NAT and VPN rules)
|
Home LAN / switch
/ \
Home server / NAS Laptops / devices
Technical checklist before purchasing
Use this checklist when requesting confirmation from a provider:
- [ ] The assigned IPv4 is public, dedicated and contractually fixed.
- [ ] Inbound TCP 80 and 443 are permitted.
- [ ] Home web/VPN server use is allowed by the service terms.
- [ ] The router supports the specific PPPoE or IP-in-IP method.
- [ ] The provider does not impose unsuitable upload or traffic restrictions.
- [ ] The static IP remains allocated through routine reconnections.
- [ ] The router supports appropriate NAT/firewall or routed-IP configuration.
- [ ] The provider explains what happens to the address when changing plans or moving.
After activation, these commands can validate the externally visible IP and DNS resolution:
# Public IPv4 visible from your connection
curl -4 https://api.ipify.org
# Confirm DNS resolves to your address
dig +short A example.com
# Test a published HTTPS service
curl -I https://example.com
Test inbound connectivity using a different internet connection, such as mobile data. Testing only from inside the home network can produce misleading results because of router NAT loopback behavior.
A fixed IPv4 address is not a security control by itself. For any internet-facing server, use firewall rules, TLS, operating system patching and preferably VPN-based administrative access.
9. Common mistakes when choosing Japanese broadband
| Mistake | Why it matters |
|---|---|
| Assuming 1 Gbps means 1 Gbps upload continuously | Advertised rates are technical maximums |
| Assuming IPv6 means dedicated IPv4 | The protocols and address allocations are different |
| Choosing standard v6 Plus without fixed-IP support | Shared IPv4 connectivity may prevent inbound hosting |
| Comparing an ISP fee with an all-inclusive broadband bill | Separate NTT charges can exceed the ISP fee |
| Buying a generic Wi-Fi router | It may not support the provider’s fixed-IP tunnel mode |
| Assuming static IP permits commercial hosting | Acceptable-use terms still apply |
| Assuming one fixed IP can be transferred to a new provider | Address continuity across providers is usually not guaranteed |
For most home labs, personal VPN access, NAS or several websites behind one reverse proxy, one static IPv4 address is sufficient. Multiple domains can point to that same address and be served using HTTPS hostname routing.
For business-critical public websites, however, a home fiber connection is not equivalent to a dedicated enterprise leased line with a bandwidth SLA, redundant routes and contractual restoration commitments.
10. Final recommendation by use case
| Your situation | My preferred shortlist | Reason |
|---|---|---|
| New home broadband, lowest straightforward complete bill | en Hikari 1G | Bundled service and low static-IP fee |
| Existing standalone NTT FLET’S line | Interlink or GMO | Avoids changing the physical line |
| Want IPv4 over IPv6 without relying on traditional PPPoE | en Hikari, ASAHI Net, 21ip.jp | Published dedicated fixed-IP options |
| Want 10 Gbps-class residential broadband | en Hikari Cross | Competitive bundled price, subject to fixed-IP confirmation |
| Want a separate 10G ISP for FLET’S Cross | 21ip.jp or Kamome | Explicit 10G fixed-IP products |
| Need only a fixed outward IP for allowlisting | Interlink MyIP | VPN approach may avoid broadband replacement |
My choice for Tokyo
If I were choosing a new Tokyo home broadband connection primarily for a single fixed public IPv4 address, I would shortlist these two plans:
| Choice | Monthly cost | Why choose it |
|---|---|---|
| Value: en Hikari 1G + fixed IP | ¥4,290–¥5,390 | More than sufficient for most home and development needs, subject to router and bandwidth checks. |
| High-speed: en Hikari Cross 10G + fixed IP | Potentially ¥5,687 | Compelling 10 Gbps-class price if the provider confirms the fixed-IP configuration and suitable router. |
I would not pay for corporate broadband simply to obtain a single static IP. The consumer-oriented offerings above establish that a dedicated fixed IPv4 can be purchased much more economically.
Before making the final decision, however, I would get written confirmation of three things: a truly dedicated fixed IPv4 address, inbound port availability, and permission for the intended hosting or VPN use.
11. Frequently asked questions
Can a foreign resident in Japan subscribe?
The researched providers advertise individual-customer services, but identification, accepted payment methods and any residence-status documentation must be confirmed with the provider. A corporate registration is not inherently necessary for the residential plans identified here.
Can I keep my current home broadband?
Potentially. If your connection is standalone NTT FLET’S, a separate ISP subscription may be possible. If it is Docomo Hikari or another optical-collaboration product, verify that a second ISP session is supported. Proprietary fiber networks require their own compatibility checks.
Is 100 Mbps or 1 Gbps enough for a small home server?
Often yes, but the decisive variables are sustained upload performance, request size, concurrent connections, latency and stability. A well-configured 1 Gbps-class connection can be more useful than a poorly configured 10G connection.
Can I host 20 websites with one static IP?
Yes, technically. Different domain names can use the same public address through an Nginx, Caddy or Traefik reverse proxy. ISP acceptable-use rules, server capacity, uplink reliability and security still need attention.
Will my static IP change when restarting the router?
Under a genuine static-IP service, routine reconnections should preserve the assigned IPv4. An address can still change under exceptional service migrations, provider transitions or contractual changes.
Can I use the same IP after moving house?
Do not assume so. Ask whether an address change or migration to another NTT service area requires reallocation.
12. Official provider resources
The following are the principal published provider references used in this study.
- en Hikari — broadband and pricing
- en Hikari — dedicated fixed IPv4 option
- en Hikari Cross — 10 Gbps plans
- Interlink — fixed-IP service comparison
- GMO Tokutoku BB — fixed IP
- ASAHI Net — fixed-IP option
- 21ip.jp — fiber fixed-IP services
- Kamome Internet — fixed-IP pricing
Research note: Service and static-IP prices were checked against publicly available provider pages. Address-specific availability, application approval, actual speeds and port policies cannot be guaranteed from public pricing pages alone. Some published rates are subject to revisions, equipment fees or promotional conditions.
Bottom line: en Hikari is my first recommendation for a fresh residential connection in Tokyo, with Interlink worth comparing if you already use standalone NTT FLET’S fiber. For a new 10 Gbps-class installation, en Hikari Cross is particularly interesting, provided its dedicated fixed IPv4 configuration is explicitly confirmed before purchase.
